It appears that the check valve(s) in my foot pump are gone, as pressing the cylinder seems to pump fluid out of both tubes and releasing seems to suck fluid into both tubes. But I'm thinking that I could use an external check valve on each tube, one allowing flow in and one allowing flow out, to make it work. That's presumably how the pump works internally. I know that I could replace the pump with an electric one integral with the bag, but I'd rather stick with the foot pump if I can.
