Judging from the shape & openings, I think it is a forward-most part of the headliner, not a parcel shelf. I am not sure of its application though, maybe for the Alfetta berlina?

 

On early Alfettas they wet forward most part of the headliner as tiger0529 rightly said. I have one in my Alfetta GTV and I cut a square hole in the middle and installed a light from a Mitsubishi since the car only came with those crappy lights in the side pillars.
