Bolt circle is 5 x 98 i.e. 5 holes in a circle of 98 mm diameter passing through the center of the holes. The "J" is the rim profile and not usually relevant because the tires available will fit that profile.
The bolt circle is of primary importance to fit. Offset needs to be within an acceptable range, depending on wheel width, both so that the mounted tire will fit between the suspension and the fender lip through the entire range of travel both steering and suspension, but also be compatible with suspension and steering geometry and this is very important for fwd.
Finally, you are missing the size of the center hole which must be exact for the hubcentric fit that the 164 requires. That is a number in mm and is not usually marked on the wheel.
