That is the idle air bypass adjuster. It is used to fine-tune the idle CO by letting slightly more or less air 'bypass' the flap in the Air Flow Meter. Normally there is no need to adjust it & it would have been covered by a temper-evident plug.

How far should it be torqued? Should it be torqued all the way in or out ?
Ideally, it would be set using a CO meter placed ahead of the catalytic converter. Lacking that, I'd try 1-2 turns out from gently seated (screw it in - clockwise - until it just stops turning then back it out 1-2 turns).

Yeah, use the procedure in the L-jet guide that Eric linked to. Really you're supposed to use a CO meter, but you can probably get it pretty close by using the oxygen sensor as a mixture gauge as described by Greg.
