I’m sorting through the interior of this car and finding some strange PO things.
The latest is this bit of weatherstripping (or whatever) that runs from the windshield header to the floor.
The driver side is a plastic or rubber material and seems stock.
The passenger side is a similar material but it is covered with a felt-like sheath.
Pics below.
Which is correct?

passenger side

Not sure if it differs based on vintage or trim level. My 87 Quad has the felt lined type. I replaced some or all of it years ago and think I recall felt and non-felt being available.

Mike is correct. The door weatherstripping is available in both styles, and the "felt" type is typically at a premium price. And I agree that the felt style was probably original on the car, and since the driver door gets more way more use than the passenger side, chances are that it needed replacing sooner, hence your PO only replaced the one side.
