I went through a very similar process about a year ago. I tried the Centro Documentazione as well as Customer Service and Homologation Depts in the UK – all were dead ends – none were able to provide a Certificate of Conformity as requested by the CA DMV. The US-EPA also were unable to, as they've since purged their records from those years.

FMVSS info on the door jamb was not needed by the DMV, only proof that the car met US and California emissions standards for the year of manufacture.

The facts that your VIN is unique to US-only cars and SPICA is intact, are not understood as proof, sadly.
I think the suggestion by Yves is your best route.
