The second set of points, when activated, retard the ignition timing about 3 degrees. This was to prevent engine knock on acceleration. One must keep in mind however, that the available fuel back in the late 70s had an octane rating some 6 points lower than todays fuels.
Unfortunately, the wiring diagram in the above link has an error in the ignition advance relay wiring. I know 'cause I drew it.
