I was having a hard time compressing the horn spring on the steering column , and inserting the woodruff key to allow the steering wheel to go back on.
I built this tool for about $15 from a special vice grip I picked up at harbor freight as well as the drill sanding cylinder. I used a Dremel with a cut off wheel for the modifications to the vice grip.

It worked great and the steering wheel went right on no issues.
