Did you inspect your belt for glazing on the edges? Is it the old belt your trying to tighten. If so just spend ten bucks and buy a new good one. did you try cleaning the pulley grooves out with a rag and brake cleaner or gasoline to get the slippery residue off the edges. Thats the first thing you should have done.
