There are two control arms, one adjusts the temperature by controlling the amount of hot water going through the heater core. The other arm controls the air flow around the heater core and selects whether heat is needed for the cabin or to defrost the screen. You need to determine which one is not functioning. Normally it is the heat control which remotely opens/closes a valve. Access is from the driver side. Limited access and view opportunities. Suggest you find a service manual to acquaint yourself with the logistics. If you can access the arm of the valve you may be able to manually open and close. The defroster duct may be removed for better access. If the cables themselves are stuck, perhaps lubrication with a solvent will free the cable. The controls can be removed from the console. Cover carpeting to avoid damage.
Cheers, Jon
