They are part of the horn assembly. They stop the horn from making contact (and honking) when you take you thumb off.

Hi guys,
Does anybody know what is the purpose of the spring and two small parts which sit below the steering wheel (on the shaft which goes to the steering box)? Those are marked by a rectangle on the attached image.
