On the '71 they're not even really spring clips, they're plastic tabs, three I think, around the circumference of the center plastic piece. Bit of gentle pulling and wiggling will do it. Don't even need a tool.

I've removed my cap a few times as part of removing the steering wheel (it make servicing the speedo, tacho, etc. easier).

I've removed it by hooking my the ends of my fingers on the rear edges of the cap and patiently pulling the cap forward, little by little. :rolleyes::rolleyes::rolleyes:

I can be a bit hard on the hand the first time out, but it shouldn't really be a bother. Using fingers also ensures you don't dent or scratch anything should you slip...
