I have a Giulia SS that I'm restoring. It has girling front disks and two-shoe rear brakes.

I just noticed something, they seem to be upside down. My giulia spider and giulietta have the wheel cylinders in the lower trailing position, whereas this car has the wheel cylinders in the upper leading position.

Is that normal for an SS? Or did some previous owner swap around the brake assemblies? It just looks wrong, but I really don't know these cars at all.

Your rear brakes are correct "as is". Alfa flipped the whole setup around to make room for the "Y" shaped hand brake cable, which is making room for the larger SS and Sprint Veloce fuel tank. Get a copy of the parts book pages to compare to your components.
