Wow, it's incredible that an Auto Parts chain actually promotes this. Here in Canada, our national auto parts store eliminated the unsanctioned version of "free tool rental" by refusing to accept returns of tools with any signs of use or any damaged/opened packaging. Interesting that Advanced Auto has worked out that this program at the end of their fiscal year is a net money-maker.
