On my oil dipstick I see two small holes near the bottom that I presume are the low and high marks. But with the oil pan filled to capacity, the oil level on the stick shows about an inch (guessing) higher than the top hole. Is this right? I know that the engine is not overfilled. Just wondering. Thanks.

You say you know the engine is NOT overfilled...how do you know this?
Oil on the dipstick should be halfway between the two holes. If you have the correct dipstick...your reading would suggest you are overfilled by about 2 qts.

It would be good to drain some oil..

How do you tell if the pan is filled to capacity? That's what the dipstick does. I'm not trying to sound like a smartass, believe me. Did you just pour in the specified capacity? Maybe the engine wasn't fully drained and is now somewhat overfilled.
On my GTV the stick is marked "min/max" about 2 1/4' between the two. My 164's just have 2 dots about 1 1/4" apart. Too hot to check any others.
I usually fill mine right to the max on the stick at oil change 'cause it's easy to gauge oil consumption. It's never good if you make oil!

I recently had the car in for servicing (long time Alfa specialist who's already done extensive work on the car and knows it well) and an oil change was part of what was done. So I'm assuming that the correct amount was put in. Jeff - I don't think you are being a smartass at all. Appreciate the feedback.

Are you sure you have the correct dipstick for the engine? IT ABSOLUTELY HAS TO READ CORRECTLY ON THE STICK! I would go see the mechanic. This isn't an Alfa quirky thing...

You can calibrate the dipstick by draining the sump totally. Then put in the service book stated capacity (oil change fluid amount not overhaul fluid amount). Mark your dipstick accordingly.
You can also verify by using a dipstick from the same year sister car.
Check also how your dispstick sits on the tube.

I measured the amount of oil in the cams awhile back and it was either 450ml or 750ml, I'm leaning towards the 450 but I've slept since then.

Just changed the oil in my 85 Veloce with 7 quarts of Castrol GTX 20W50 and a Fram filter. The oil level after starting and sitting was right at the top hole on the dipstick. Sounds to me like you are over-filled or have the wrong dipstick. BTW the drain plug size works well with a 1 1/16" socket, I heated the drain washer cherry red and reused, used tin foil over the sump/under the filter -no mess and the (fat) filter easily comes out the bottom- no need to remove the air intake/filter.

Other thoughts: thinking about repainting my red (PO?) head bolts to black - should gain 5-10 HP.

With a good floor jack and stand(s) changing the oil is painless...and make that head nuts -not bolts.

black head bolt are soooooooooo much slower... ferrari uses RED headbolts.. case closed:):)

Are you sure the rubber grommet at the top of the dipstick has not come loose and shifted? Then you get a false reading.
