I'd be concerned of potential water damage given it's listed as a New Orleans vehicle and the fact that the owner won't allow inspections

Water-schmater, that part of uptown didn't flood. however, the streets in n'awlins are HORRIBLE so i'd worry more about the suspension and related issues.
