It's a Fiat just the same as a Lada is, which is to say it's a variant built under license. In the '50s, the Fiat 1100 formed the basis for a wide range of cars, from sedans like this, to Cisitalias to sports prototypes and single-seaters. The sedan variants built in far-flung reaches of the globe often seem to have stayed in production long past the original Fiat model.
Nice-looking car. $7500? In the US, you'd be lucky to get the paint and chrome done for that, if you started with the one in Superflow's field. The old saying is "buy the restoration; get the car for free". Over here, a half-decent restoration would be several times that.
