The little Pinin Farina F plaque on the drivers side of my 84 spider is loose. How do I secure it? Thank you in advance.

There's pins on the back of it that go through the bodywork and protrude into the area behind the carpet aft of the B~pillar.

You can try tightening the clips, and if that doesn't work, pull the badge right off (clips will likely be destroyed) and obtain some 3M double sided trim/moulding tape and stick it on with that. (ideally with the pins still gouing through the sheetmetal to help keep alignment and offer a smidge of support)

Do I need to pull the carpet to get to the pins/clamp in otder to tighten them?

Yes.
The cargo shelf will need to come up, and at least the B~pillar trim piece with the trunk release will have to be out of the way.

From there you might be able to roll the carpet back enough to get at it.
