My leather seats are quite dirty, probably mildew and general grime from excessive moisture inside the car. I have tried Leather cleaner, soapy water and brush but no luck. Seems like I Need a stronger solvent that is safe. Any suggestions?

Try McKee's Hi-Intensity APC Plus. It is highly concentrated so proper dilution is required.

That looks like mildew to me. I'd be careful what you put on there as it could make a bigger mess than what is already there.
