I have 4 Vega rims, two of which leak from corrosion on the lip side which mates to the tire. Can this be easily repaired? Any suggestions on using inner tubes as a solution? Thanks in advance for your insight.

Since I can't see the corrosion I won't judge the integrity of the wheel. If you feel it's safe then you can use a tube but it may difficult to find a tire shop that will mount them anymore.
Another option maybe to paint the inside of the wheel with Glyptal. I've had good luck with that on Cromodoras.

a thin smear of RTV along the contact surface. At least that's what works on a leaky bobcat rim. Others more knowledgeable than i will chime in, but I would think a wheel shop could re-machine the bead surface.
