Seems like the circlip on the end of the tie rod gets close enough to rub on the side of the rim under braking.

You can see a rub mark on about the 5 o'clock position on the rim in the picture.

I know most of the bushings in the front are tired. Is it ball joints that would cause this problem? Or a combination of worn out bushings in the front.

Under braking, tie and track rods experience compressive loads.....if worn out, the tie rod body could move closer to the wheel rim. Do a quick check by raising the front end of the car and wiggle the tires in and out.....there should not be any noticable slop or movement between the wheel and tie rods.
