You’ve had a good look at manny Kay’s excellent diagram in post #12?
You have access to one end of the potential problem wire at the relay, and the other end connects to the wiper ring, whatever connectors might currently be in the middle. Rather than pull your wiring apart just yet, try making and feeding a new wire from the relay to the connection point at the wiper ring. if the horn stops, this would confirm there is a wear point in the existing wiring currently creating an errant ground and making the horn sound.
No change? Your problem is ‘above’ the wiper ring, and points to having it wired incorrectly. Again, follow the logic trail in manny’s diagram, and cross reference to your wiring diagram: the goal is that no power reaches the ground point on the column (after the trail TO the horn button) until you press the horn. The multimeter is your friend here.
