I did a search through the BBS and didn't see anything on this -

The new-to-me '87 Milano has a handbrake that won't stay on. Lift it up, it falls right back down. The handle itself is cracked, exposing some sort of metal hardware inside.

Any ideas?

Yep, it is the mechanism in the hand brake handle, i had this happen to me but had a spare, so it was a quick fix, I think there are enough Milano's being parted out that someone would sell you the whole hand brake, or just the ratchting mechanism for pretty cheap.

Problem solved... the cracked handle was allowing the pivot pin to move around, so the ratcheting mechanism didn't work. Replaced the upper and lower halves in the handle and the release button with junkyard parts - all better.

This is not what I would call a "robust" design... Keeping the button in while moving the handbrake does indeed seem like a very good idea.
