I have some 1300 front covers as well, one each of both styles- with or without the ear for a bolt into the head.

Does this have a spin on filter and mechanical fuel pump?

Fuel pump yes, spin on no. Never seen one like that but I guess that’s because there were never many if any 1300 cars ever officially imported to the US or Canada after the late 60s
