Are there any techniques in starting a 33 1.5 engine after it has sat for a while? I have replaced all the electronics and the starter can't turn over the engine. I put it in 5th and tried to push it with no luck. Can the engine seize? Also, for I was sure the brake was not on and I am sure the brakes are not seized. Thanks in Advance!

Its easy to check if brakes have seized. Put it in neutral and push it back and forth. If it moves brakes are OK.
Same with engine. Remove plugs and spray some thin oil into the plug holes and leave it a while to work. If brakes aren't seized push the car back and forth in 5th gear, if not possible to move the car engine is seized. Or instead of pushing fit at socket of the right size on the front belt pulley and a median long lever and turn the engine. If it won't move its seized. If it does, and a known good battery will not turn the engine over, starter or electric connection to it is at fault.
