It's been too long since I disassembled things so I'm not completely sure about the washers I taped together with the rear Dunlop brake caliper mounting bolts and lock washers (see photo). The washers are flat and thin and do not have any indentation from lock washers. So I'm expecting they mount between the caliper and the axle. Seems unusual to have these unless there's some need to shim things? To make matters more questionable on one side I only had one of these washers. Do I need to find something to substitute for the second washer on that side or is it a shim for one of the bolts? Anyone have experience with these. Many thanks...

Gee I see that I've started talking to myself. I didn't think I had this reference but it answers my question. The washers are for shimming for those who may have an interest.
