Thanks for the comments. The photos really don’t do it justice.

@Philyg I cleaned only the glass. The black surface of the tach was already spotless — I didn’t know that until I had the glass removed. I didn’t even touch it for fear of leaving marks.

@BobG I used a small-ish (not tiny) screwdriver to gently pry the back of the metal frame up, 360* all the way around. Afterwards I rubbed a hard plastic screwdriver handle along the metal rim to bend it back down.

To be precise, it is not undamaged as a result. The very edge of the metal, behind the dial where nobody will ever see it, is a bit chewed up. A purist may cringe, but the damaged back edge is completely hidden after reassembly.
