CA Alfetta points: 2 sets. Why?

What's the purpose of 2 sets of points? I've a '78, CA street car, smog equiped and all. Although both breaker points are installed its only running on one set ... and seems to run fine. What are the disadvantages (or advantages, if any, although unlikely that): Efficiency? power? fuel consumption?

Shouldn't matter, just as long as the ignition timing was set with the one that's enabled.
