These blinker boxes work in tandem with the barrel shaped hazard switches with the central push button, spring loaded actuation. They are used, generally speaking on the 105-115 Spica injected cars. You can test them with an ohm meter but transistor/diodes can cause readings to be difficult to interpret without the precise spec.

My 74 spider has this. With age the electrolytic capacitors dry up and go way out of spec, the transistors and resistors rarely go bad but it is possible.
I replaced the 4 capacitors inside it by ordering them through mouser electronics (less then $10) and re soldered all the terminals by first removing the old solider and replacing it with silver solider. works great now, much faster blinkers.
