Dear California NMA Members,

Senate Bill 708 repeals the current pro-hobbyist exemption for
vehicles 30
years and older and replaces it with an exemption for vehicles
that are 45
or more model years old commencing January 1, 2005.

We urge you to contact your State Senators to oppose SB 708.

** Existing law in California exempts all pre-1974 vehicles from
testing until 2003. After 2003, vehicles 30-years old and older
are exempt
from emissions testing.

** California's current emissions testing exemption recognizes the
impact of vehicles 30-years old and older on vehicle emissions and

** Vehicles 30-years old and older constitute a small portion of
the overall
vehicle population and are a poor source from which to look for

** Antique and classic vehicles are overwhelmingly well-maintained
infrequently driven (about one-third the miles each year as a new

** Legislators and regulators are feeling the heat from a failed
effort to
meet air quality goals and are looking for a convenient scapegoat.
The old
car hobby should not carry the burden of their mistakes!

State Senator Dean Florez has authored a bill (SB 708) which if passed will repeal the emissions exemption on cars 30 years or older in California. If this bill passe, effective 1/1/04 the new requirement will be that cars must now be 45 years or older to be exempt from emissions testing. That means all of our '74 and older cars will be subject to emissions testing!!!

I think we all realize that 30 year old cars, that are typically meticulously maintained and driven sparingly, are not a significant threat to California's environment and clean air.

If you share my opposition to this bill, I urge you to write to your state senator. You can find your state senator by going to the following link:

Knowing that people are somtimes lazy about this kind of stuff, I have written a letter to Senator Florez, the bill's author. Email me for the letter and I will send it to you. All you then need to do is put in the date and your name, print it out, sign it and send it to the Senator.

Who knows - if we band together maybe we can make a diffeerence. Remember, it's better to voice an opinion now than to cry after this bill passes!
