I think the best access to reach the fan is via the floor outlet on the right side. I think that is what your photo is showing.

Here's a photo of what's inside.

you should just be able to feel the fan. I have no problem from the driver's side.
Obviously the air flap needs to be open and you need to stretch some....:)

I got some rust release fluid down there by using a long extension on the spray can and feeding it as far down to the bottom as possible.
Just spraying it thru the vent won't get a lot of it down the bottom where the problem (iow the rusty bearing) lies, it'll just hit the fan.

Some WD cans come with an 8" EZ reach flexible tube.

Never tried it, but this youtube trick using heat shrink tubing (see: 'WD40 spray tube hack') to join 3 or 4 of those thin red extensions together, looks neat.

Good luck!! I'm in the process of removing my heater box. I have dash, console and carpet out and its still a bugger of a job!
