Looking for and adapter plate or drawings of one to mate a 1600 to a Hewland gearbox / VW box flipped upside down.

Try talking to Alfa Parts in Berkeley, 800-890-2532.
They are heavily involved in Alfas and racing, including formula cars with Hewlands. They do fabrication and may even be able to make you one.
