I keep blowing fuse #9, i have checked all grounds and cleaned and retightened. But still fuse blows.

On the fuse box i removed the yellow plastic holder and the 4 wires,

Does anyone know in the #9 slot where the yellow w/ green wire stripe goes to?

The second wire in the #9 position goes to front passenger side and rear drivers side light.

Any help would be appreciated

My schematic for an 87 Quad shows no yellow/green wire. YMMD #9 shows only a single yellow/black wire. Whch goes to the underhood light and the right side lights. Could you be misreading the black for green?

A fuse that keeps blowing indicates a short circuit. Cleaning the grounds is a good but that is not the problem. Look for a wire with worn insulation, stray strands touching other items, pinched wires, etc.

Below is a photo I had taken of the back of the fuse box in our '84 Spider. I can't find the original picture but maybe it will help?
