I saw a mention that Alfa Romeo didn't import cars into the us in 1968 because of emission restriction challenges. Is that true?

Yes, that is true... Alfas's answer to the US regs that went into effect in 1968 was the SPICA mechanical injection system. Alfa knew beforehand that the SPICA would not be ready in '68 and they decided to skip the 1968 year altogether. US import resumed in February of 1969. (Alfas with carburetors - European set-up - were imported to Canada in 1968, however.)
