No water valve as water runs through heater core at all times but there is a two-piece air temp door in blower motor housing that is controled by a wire cable attached to temp control stepper motor.

Check that lever in back of blower motor housing behind false firewall is not broken and cable moves it when stepper motor temp control is changed from low to high settings
