I parked my 164 a couple months ago because it was past due for Timing belt replacement. When I went to start it to bring it in the garage to replace the timing belt it was running rough, and surging. So when I replaced the timing belt i also did a full tune up. I replaced the distributor cap and rotor along with the spark plugs and wires. When I drove the car it still was surging. I noticed that while surging the voltage gauge and the tachometer would also dip. Reading in the trouble shooting book it says that the surging could be caused buy a faulty alternator and or voltage regulator. So I replaced those. The problem is now worse than ever. When idling the Bat light is on dim. The volt gauge shows 14 volts. When I rev the engine the bat light goes out, and the volts increase to 15.5 v. The engine surges terribly and the dies. I am afraid now to run the engine at all.
Can anyone give me some guidance with is issue. It would be very much appreciated. Thanks, Mike

I don't know the model, but it looks like a regulator voltage failure.

Not expert in 164....
