What is this hose in driver's side fender

What is this hose (see image) and is it hard to replace? Do I have to replace or fix it? I found it when I removed the inner lining to get at some rust I'm trying to repair on my 86 Spider.

Hard to tell from that photo but my guess is that is one of the cowl drain hoses. If it is in equally bad shape upstream you'll get water inside the car. The drain on the left side will get the fusebox wet.

Looks to me as the cowl drain hose & it looks compromised (broken). Needs to be replaced or you’ll have a pool of water in your floor on the next rain.

the break the OP shows is 'outside' the car, under the fender, so he won't get a pool of water on his feet ...
...yet

but the pipe is probably brittle so you should change them.
