Just calculated - pulsed test w/i 6%, continuous w/i 2%. It's a whole lot better than when I pulled them.

You could unplug the CSI and see if the car just turns over without firing at all. That would suggest your CSI is fine, and the remainder of "not starting" may attributed to fuel delivery system...
