should these bolts be further in?

Hi I've just had my gearbox back from a rebuild and I've noticed 2 bolts which seem to be not installed all the way. Is this correct or should they be screwed in further. the middle one looks correct

Those aren't bolts. They are studs and they appear to be properly installed. The exhaust mount uses those.

I’ve just realised they’re probably for the exhaust plate to mount on.
