You don't need a special tool.
The VVT solenoid should be set just a hair off the plunger.
Loosen large nut.
Turn the solenoid until it touches the plunger.
Back off the solenoid so there is a gap you can barely see.
Tighten the nut while holding the solenoid so it doesn't move.
Are you sure both the solenoid and the VVT device are working?
