Are the Alfa 8C permitted into the USA?

Yes, the 8C signified Alfa's (limited) return to USA. I recall something about the US models being different than Euro versions, so it would make sense to buy an officially imported car only.

There were 84 US legal 8C Competizione's. Also as many as 35 US legal 8C Spiders. The DOT will not permit any other 8C's to be imported into the country under the "show and display" rule. So that is all the US will get until 2033 (25 years old).

Is there any significant difference between the US and EU versions?

On the 4C we have heard there are differences in engine programming and body parts, but the 8C US version seemed to be more or less the same as in EU?

Gabor:The differences between the U.S. and Euro cars are minor, but legally important. Different lighting arrangements, instrument warning lights, front and rear bumper covers, etc. Mechanically, the cars are very similar with identical performance. However, only U.S. Certified cars can come the the States.
