Here is how to test:
Take an ohm meter and take the primary lead to the terminal/connector for the fuel level. Put the black lead to the metal body of the sender to ground it. As you move the float up/down there should be a change in resistance. The change should be smooth as you cycle the float.
The other tab /terminal on the sending unit if for the "low fuel" light. Put the primary lead on this terminal now and with the float down (like the tank is empty) the thing should have very little resistance - like .03 or .04
