Odd wheel: 750-101

I got 6 wheels with my 64 spider, one was without tire. I am now about to prettify the wheels and get new tires. I noticed that the odd wheel has threaded lugs welded (?) around the inside. Look like flathead screws with the head against the wheel. See picture. The lugs keep the wheel from pulling up snug against the front breakshoes (3 shoe type). Is this rim rare and in need of preservation or can I butcher it for the hubcap clips?

Those 'studs' were for wheel weights to be attached. before they had clipon.
