Thanks for suggestions - my shade-tree fix worked for state inspection and I just have not had the time to search for an OEM part yet.

Also amused about the reactions to "dum-dum" - I learned about it when I worked at a Pontiac dealership in high school, shortly after the ice retreated from north-central Pennsylvania! I do recall that back then it came in a box like the 3M product described above, but I think the Mortite - which comes in a roll - is essentially the same stuff.
