Electrical and frustrating

Trying to figure out how to get at the turnsignal bulb in between the speedo and tach on my '78. The light is not flashing and I believe it may be the bulb, but I cannot figure out how to get to it. Along the same lines, I lost my highbeams and cannot get to the switch inside the column. Cant find the right tool to use or the way the column cover comes off. Help! Any ideas??

I believe the turn signal cover just slides forward and off. The problem is getting your hand down there to do it.
