How do I make a thread "Sticky"?

How can I make a thread "Sticky".

I would like to make/add a picture thread for the Alfa Club of the Rockies, and have it be "sticky". How can I do that?

Only the Admin/mods can make a thread a sticky. It's been put up for discussion.
Sounds like a nice thread to start. Besides, there first needs to be a thread in order to make a thread a sticky.
