Am I missing something???

I'm at a loss on how to post pictures now. It used to be that you had to cut them down to less than 250K but beyond that you could pretty much manage the rest. Now when I upload a .jpg it gets cut down to about 40K regardless. Sometimes I get away with uploading a .jpg of around a meg but it still cuts it down to 40K. If I cut it down to less than 250K it still gets cut further to 40K with resultant lousy resolution. If I try a larger .jpg say around 2.5 meg then the upload fails. Seems we now have the worst of both worlds, still need to cut pictures down but can't control the final result. Am I missing something???
