Nope you're right. We have to pay taxes even if the car remains parked in our garage for years and years. Only the cars with more than 20yrs, with historical interest and registered in the special "ASI" register do not pay taxes. I.e.: you can't register a 1983 FIAT Uno S because it has no historical value; but you can register a 1980's Uno Turbo because it has.
Most Alfa's can be registered, of the most recent, the 155 and 164 Q4 (but they have not 20yrs) and I think the 164 Turbos (V6 and L4), the Lancia Delta Turbo and Turbo Evoluzione, etc.

Are you saying that you can't drive a 1983 UnoS on the road at all or do you mean you can't register it in the historic class and not pay taxes on it if you are not using it. I think the confusion might be that here in South Australia we refer to a car as being registered to drive on the road and you say it is taxed. During my time in Italy I kept trying to understand the registration system but could never get the full picture. What do these rules achieve I wonder?
We are very lucky in South Australia because we can choose to register, (tax), a car for daily use for 3, 6 or 12 months, or we can register it for seasonal use only (say for the Summer), or we can register it under historic registration if it is 30 or more years old. In the historic class it doesn't matter what sort of car it is but you must be a member of a car club and you can only drive it for 90 days of the year, but you can drive it anywhere you like. Historic registration is quite cheap. As a result there are a lot of nice old cars still going here and you see them on the road. There is nothing stopping you registering an old car for normal daily use. You can also let the registration run out and park it in the garage for as long as you like without paying anything. All that happens when you re register it is that you pay a small fee for being late. So we can buy a car, transfer the registration, let it run out or cancel it, and spend 12 months restoring it if we want.
