Oval track NE of Willow Springs?

In looking at Google's satellite images, I see a big oval track NE of Mojave and Rosamond, CA, perhaps a bit N of California City, with a small road course in the infield. Anyone know what this is? Some manufacturer proving ground? I'm not aware of a public track out there. Ford is over near Kingman, AZ, I think. Is this GM?

That's the new Hyundai test facility. My office, The US Fish & Wildlfie Service, had a lot to do with the permits required, but not me as I only provide the computer support for the office.

Hyundai Test Track and Associated Facilities

Development of the proposed Facility will occupy approximately six sections of land to accommodate the 6.4-mile-long oval test course. Construction of the proposed facility is planned to occur in two phases. Phase 1 consists of installation of the 6.4-mile oval track, a spanning bridge over the oval track, a southern access road, a support building and associated utilities, a Hill-Up Road and a 2-mile water line. Phase 2 consists of the installation of the vehicle dynamic area (VDA), winding track, a 12-lane special surface area, four-lane vehicle stability testing area, and a choppy road..............
