Neat video. Yes, the event looks a lot like what we call autocrossing or, "Solo Events" as described by the Sports Car Club Of America (SCCA). As you no doubt suspect, a course can vary considerably depending on how much pavement ia available. the event in your video appears to be at an airport, and the timed run seems very long. U.S. autocrosses generally run from 30 to 100 seconds.
I recently competed in the SCCA National Solo Championships where over 1100 entrants participated. Kjell is correct in his assesment of seat time vs. racing, but the cost is less as well as the consequences of a mistake.
